Why collect administrators?
The most common case is buying ads: in open chats the owner is not always named in the description, yet you need the person who decides. The second case is moderating your own communities — checking who still holds rights.
Do I need to join the chat?
No. The administrator list is open community information and is read without joining.
Will I get admins' phone numbers?
No. Telegram never exposes another user's phone — that is a platform limit. The export contains usernames and open profile fields, which is enough to send a direct message.
